No - there is no such law.

You are confusing PR status with citizenship.

There's no law as such. You aren't required to ever become a citizen and can remain a permanent resident indefinitely as long as you are physically in Canada for 2 out of every 5 years.

If you wish to become a citizen you need to be inside Canada for 4 out of 6 years, not including any time prior to becoming a permanent resident.

Need Immigration Help

Hi,

We landed in Canada in 2009, due to some family issues we came back to India in 2010. We completed only 1 year and 2 months in Canada. Our PR already expired in 2013.

Would like to know can we renew our PR? If not ? can we reapply for CANADA (I mean we need to start whole process again) is it possible?

Your reply will be highly appreciated.

Regards

What were your family issues? If you were taking care of your seriously ill or dying relative and you can prove it, you might be able to save your PR. In order to do that, you would apply for a PR travel document. If accepted, you can travel to Canada and settle now. If denied, you lose your PR but you would be able to apply again if you qualify under the current rules.
