"Call IRCC at 1 (888) 242-2100 .When you call IRCC, It will ask you for the UCI , press 2 i.e. no UCI available and then as soon as the message for Afghanistan and Ukraine refugees start playing press 3 3 0 in quick succession you will be able to reach them. Ask them your PR card application number and use the same to link"

Found this in one of the comments added in this thread, you can give it a try.
I called them using this method, the call went through and i spoke to them. They asked me UCI or Application number (you can provide either of the two) and few questions to verify identity. Once that was confirmed, they said your case has exceeded the standard processing timeline for first PR card and I am putting a note on your case and will forward it to the VO for consideration.

god i got copr on july 25 since then i didn't even get my card yet

Did you try to contact IRCC ?
I contacted IRCC and they put a note on my file a few weeks back. However, I got GU1 last Monday. Waiting on GU2 now.
You should give them a call if you haven’t yet because I’ve noticed a couple folks in that week get their GU1 in the past 2 weeks.

Here are my updates:

Montreal
eCOPR: July 26th
I sent an email to inquire about the delay in the PR card: Sep 7th
I received an answer to my email that they pushed the application for processing: Sep 15th
GU1: Sept 15th
GU2: Sept 22th (We mailed your permanent resident card to you. Your card can take up to six weeks to arrive)
Update:

My spouse received her card today. She received Gu1 on 13th Sep. She got GU2 on 20th Sep and today (25th Sep) she received her card. My (I am the primary applicant) GU1 is also on 13th Sep and have not received GU2 yet. I have emailed IRCC and waiting for the response. Spoke to MP office too and not sure how soon they would take it up with IRCC. My ECOPR date - July 14th 2023.
Finally, I got mu GU2 today (26th Sep) (card mailed), waiting for the card now. FYI
