I landed about 4 months ago but had to return to India. My PR card has not arrived at my contact in canada yet. I was able to call CIC on a long distance no. from India and they told me I needed to send new pictures as the original pic is not acceptable.

Can anybody tell me if I can send the pics from India or do I have to go to canada for this?
 
Of course you can. Ultimately it has to reach them right?

Actually I was worried about completion of 180 day time period for the initial PR card. It has been 4 months already.

*If my pictures are rejected again, what are my options?
*Is there a thing like the CIC office can take my pics if I am in canada?

Send your photos by speed post or courier according to the correct specification.
Still if those photos are not accepted they will not issue PR Card.
You should take a travel document from CHC to re-enter Canada without PR Card.
Once you arrive in Canada call again to the CIC Call Centre. They will advice you what to do.
They will schedule you to visit their office for a photography if necessary.

This time around very careful with the specification. Make sure to check them with a scale and measurements can easily be achieved even in a small studio. However, if you can find kodak express in your area that'll do the trick. Do not worry and use a reputed courier like ups you will be fine.

Usually it's not accepted. They desire ur personal visitation in one of the CPCs to submit the 'fresh' pics.
Heed wilson's rightful advice for the rest of the issues.

If I go back to canada, instead of sending the pics, do you think I can have my pic taken direct at their office?
That way I will be sure of pic being accepted.

Most of the studios in Canada knows how to take correct pictures so that they can pass the specs.

Yes. CIC does have the facility at their office. Contact Call Center when you are back in Canada and request for an appointment at CIC Office.

Now it is no longer necessary to be present in Canada for photo problems. You could send those to some friend or relative who would post it from Canadaand do not post to them directly as they will know u r out of Canada. If pics are rejected again in the 180 days period u will get a Final notice to submit in 30 days the photos again and this is the last chance. Here too if u fail then u need to arrange a travel document to fly back and re- apply paying $50/-.

Note: They no longer remove ur photos at cic since 3rd Nov 2011. The system is changed.

Wilson & Qorax, things have moved on since your time. Personal appearances are no longer necessary for failed photographs.
