Landed in canada last january 16,2019. I was requested to mail my photo again last March because there’s a problem with the size of the one I sent before. I did it and tracked my package and it shows that it was already delivered last March 14. Until now I didn’t receive my PR card.

Did you follow-up with the courier company if you were able to track the package and it said delivered?
You will have to report your PR card missing and apply for a replacement.
