PR card not received but need to travel abroad

Hi,
I got my CPR and became a PR by flagpoling on June 7th. I have not received my PR card though its been 4 months. But I do need to travel to Sri Lanka on October 16th (10 days from now) for my wedding. I have my student visa which was issued before I became a PR (until the end of March 2016 (my passport expires on that date)). I am transiting through Philadelphia and I do have valid US visa until the end of March 2016. I am flying back on November 7th. Will I have any problems in boarding flight back into Canada?
I tried calling CIC, but was not able to reach the agents due to high volume of calls. Still calling its been more than an hour now. I send a case specific inquiry (https://secure.cic.gc.ca/enquiries-renseignements/canada-confirmation-eng.aspx) too.
Also the link here says, http://www.cic.gc.ca/english/helpcentre/answer.asp?q=064&t=10, after March 2016 I can not travel without PR card or Travel document. But I am not falling into that category as I am going on Oct 17th and returning in 3 weeks. Any help is much appreciated.

You need either your PR card or a travel document to return to Canada by airplane. If your PR card doesn't arrive in time, you will have to apply for a travel document once you are outside of Canada. They can take a few days to process, so I would recommend that you apply for the TD as soon as you arrive.

The March 2016 rule you are referring to impact visa exempt travelers. Previously, they would have been able to return to Canada without a TD or PR card (just using their passport). That will no longer be possible as of March 206.

Assuming you hold a non-visa exempt passport, you need a PR card or TD to return now.

My PR card just arrived. I do not know what are the odds to happen this way :)

do you guys know how long approximately to get the pr card after initial entry landing in Canada?

will the duration be affected by the area we choose to settle in?
