PR card mailing

Hi everyone,

Does anyone know if CIC sends the PR card by express mail or regular mail, and to pick it up you they ask for signature?
Also, my ecas has changed to completed for a while. Does that mean CIC has shipped the PR card or it doesn't have anything to do with it?
