technically, if she's a pr, her visitor's visa is cancelled and is not valid anymore, because she is now a PR, not a visitor. whether the airline knows that and will let her board is subject to the airline. i would think that's a pretty big risk for someone to take...
 
Are there any penalities for boarding a plane with the wrong visa?

I have never had an airline check the visa to see if it cancelled or not ... otherwise so many people would not wind up at immigration just to be turned around right.

Would Canadian Immigration do anything drastic because she showed up at the immigration counter with out a PR card? I would think the most they would do is take her to secondary, question her about the circumstances and then warn her to wait for her PR card. She is PR, she has a right to enter the country no matter what.

OFCOURSE ALL THIS, ONLY IF SHE CANNOT GET THE PRTD IN TIME

Making a big deal out of nothing !
If this person holds a valid visitor visa ( multiple and not expired ) then she will be ok boarding a plane ( airline crew will not be checking if he is a pr already or not ) .
Once he land and gets to the CBSA counter she will only need to show his COPR and they will find her in the system and let her in .

It's NOT a matter of CBSA allowing her to enter Canada with only her CoPR, because they will. The ISSUE is whether or not a commercial carrier will allow her to travel without her PR CARD. If she holds a visa-exempt passport, it would be a non-issue because she could say that she is coming to `visit' Canada.

the point is, if the person has been approved and LANDED As a pr, it is impossible for them to have a VALID visitor's visa. once the pr is issued, any previous visitor visa (multiple or single entry) is voided. the question is whether the airline would know this and whether they would let a person on with a voided visitor's visa when they are really a pr, and don't have the proper travel documents as a pr.

Ponga , but she holds a 10 year visitor visa , airline crew only needs to see the visa on your passport , they don't scan it , or run it tru a machine or anything like that . Or at least that's my experience 3 years ago traveling to Canada.

Technically it should be voided , but usually landing officers forget to put a " voided " or " cancelled " stamp on the visa , so if this is her case , she should be fine boarding and aircraft to Canada .
 
So there you go, if you have UNVOIDED visitors visa, you can still board a commercial carrier and still enter canada. Problem solved :)
