Hello Leon GURU and other Seniors,
PR card expires in 2012, did not meet residency requirement, living in visa exempt countries.
Is there any instances, where the kids can enrol into an university as home student while still living outside Canada. Once enrolled, he will try to get into Canada and apply for education loan?

I believe most (all?) of the provincial education loan program require you to have been a resident of that province for at least 12 months before applying for the loan. In which province will you be living once you return to Canada? You should investigate that province's rules for student loans.
 
Your children will pay the same fees as other PRs and Canadian citizens (unless if you're thinking of enrolling them in Quebec; I'm not sure how it really works over there, but you need to be a 'Quebec resident' to claim local tuition fee).
 
What documents will the kids need to provide (taking into account that the PR card would have already expired). to prove the PR status...to be eligible for the domestic fees?
