My aunt had a PR card for over 20 years. It has expired in 2015 but she has been outside of Canada since then. What are the necessary steps to renew the PR card or does she have to apply for a new PR card? She initially received her PR through her father.

She needs to be physically in Canada if she wants to try to renew her PR card. So first step is to find a way to get back to Canada. A PRTD will almost certainly be refused so the most realistic option would be for her to fly to the US and then to try to re-enter Canada through a land border and hope she is not reported for failing to meet the residency requirement.

Also to add that she cannot renew her card until she meets residency obligations. So she will have to stay in Canada without leaving for a few years. She may not have access to health care or be able to get a Driver’s license. If she has a SIN, she can work.

If she wants to apply for a visitor visa, she needs to officially renounce and give up her PR status first.

So this will work if all she wants to do is visit Canada temporarily.

Thanks for the response. She doesn't want to visit temporarily, but she does want to get back into Canada to renew her card. She doesn't have a U.S visa to fly to the U.S,(if she applies and gets denied) what will be her best option? She is in Jamaica.

She needs to try applying for a PR Travel Document with H&C considerations. She will need to provide a very strong argument with supporting evidence for why she was outside of Canada for such a long time.

If the PRTD is refused, she can try appealing the decision.

Honestly, it will likely be difficult for her to keep her PR status unless she has an extremely extremely strong H&C argument.

What are some specific examples of H&C considerations? Not able to understand without live examples.. tha KS for help..
A common example is where someone waa forced to remain outside of Canada to be a caregiver to a very sick immediate relative, such as a parent.

There seems to be no real desire or commitment to live in Canada at all. Just let it be in this case, enjoy Jamaica and safe the hassle.

If they were waiting on a response for over a year (meaning they already have an application actively submitted) can they apply for TRV? Or would that make no sense & they should just wait for their H&C decision?

She needs to wait.

TRV is only possible if she first formally reounces PR. This was previously covered.
