PR card delivery time affected by Canada Post strike

Hi, my card was mailed out on Oct 22, 2018 (Canada Post strike starts), it's been 3 weeks, and I still haven't received it. I'm in Vancouver, so I guess this is the worst situation since the card would travel from coast to coast. Has anyone received his/her card after the strike started? I just wanna have a general idea of how slow it is now, it would be prefect if someone from Vancouver has gotten it, anyone?

Also, I just found out the card could be sent to the IRCC office for pick up, does anyone know the process? Do they call or mail a letter to me to notify? In what case do they do this? Thanks!

My wife's card was mailed out on November 2nd and she received it in the mail yesterday. We are in Toronto.

Note that this was a PR card renewal application
