PR Card applying before Landing!!! Have any1 tried this before???? Plz help

Dear members,
i have read on CIC website under PR application page that, applicant can apply for PR before landing if he provide the proof of Ticket purchased and send the ticket with other details to CIC, i want to know if any1 ever tried this before and what was the outcome as on website it says that CIC agent will determine whether the case can be process on urgent basis or not??? your response would be highly appreciate.....

This process is only for people who are already PRs and are renewing their PR card. This process cannot be used by people who are landing for the first time.

If you are landing for the first time, you cannot apply for your PR card in advance. Also, there is no urgent processing available for people who are landing for the first time.
