There is a YES/NO question in the personal history section of the PR Application with the following statement:
Has ______________ been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?
I applied for Canadian Immigration in 2007. All the files that were submitted before Feb 2008 were "Wiped Out" by the government in 2012. Hence no decision was taken on these files and they were simply removed and application processing fee returned.
