No, they don't. DelPiero is right; if you answer no to "do you have a valid job offer in Canada?" the place holders for job offer and letter of employment will disappear. I was confused by this question and answered Yes so I uploaded an "invalid" job offer and provided letter of employment for that job, but they are both not needed since I'm not claiming any points for arranged employment.

So what is your suggestion then? Can I still make changes? Do I need to decline the ITA? But I was not awarded for that 50 points. I am confused now

You can make the change, no effect on your application as you didn't claim any points for arranged employment.

Like I said, you can upload those documents as well but i'm not in favour of providing documents that aren't needed in the first place.
