Both me and my wife have applied for PR while in Canada with work permits. We are still in Canada with work permit and got extensions for them. Will there be any problem in getting a TRV if we go to Buffalo consulate and apply for a TRV based on our work permits and with pending PR applications ? I am aware of dual intent issues. How can I prove to the visa officer that if PR application is denied, we will go back to my home country. Please advise.

You don't have to go to Buffalo to apply for a TRV, you can apply by mail. You only have to go if an interview is required.

Yep pMM is true.

I got my visa renewed for last 2 years by mail. I think the intent is more important while determining issue of work permit. TRV is just a travel document. HOpe it helps.
