If you can, try to approach Provincial Nominee route. PNP is way easier, faster, safer than CEC in my view. Rejection for eligibility reason is nearly none in PNP class because PNP certificates do all the eligibility jobs so VO never refuse PNP applicants on eligibility ground.

Recent processing time for PNP is beautiful - 3-4 months after initial submission. PNP in coming years as planned by CIC will be the best way to get into Canada guys!

Forget CEC with all that headache to verify job and the IELTS test. All that are not required for PNP.

It is really interesting to know about this program. I will certainly look into this possibility. I am not sure how to get nominated by the province. http://www.ontarioimmigration.ca/ is not easily understandable as CIC site. Could you please provide me some direct links to get the information about eligibility and processing details?

Without actual data, it's a leap to suggest that PNP is faster vs CEC. You will find that many CEC applicants are able to complete the process in 4 months as well. PNP applicants also have to provide letters of reference from all employers for the past 10 years but CEC applicants only need to provide such letters for the past 3 years.

CEC has a clear cut pass/fail system, hence when someone is rejected, they clearly have failed a requirement. Someone can also argue that if you meet all requirements for CEC you will be accepted.

most of PNP categories do not require job verification my friend. only if you were sponsored by employers in canada then you may be asked for this. some province even nominate withou job offer or work experience.
 
Each province's program is different, so it's not really helpful to make generalizations. cecapp369 appears to be in Ontario, and the process with Ontario is not so easy - not to mention expensive. By all means, if you qualify under Ontario's PNP program, it's an "alternative" to (or "in addition to") CEC. But its programs resemble FSW quite a bit (lots of rules to trip over) and cost $1,500 just to apply to Ontario.

Trackitt shows approvals (2011-2012) for Ontario PNP as taking between 238-665 days... not so different from CEC.

In regards to my Permanent Residence Application #XXXXX, I have received your communication dated 17th Jan, 2012 and you have mentioned the reasons of refusal of my application. I would like to bring to your notice few documents and substantiate my claim which otherwise have not satisfied you that I meet the skilled worker experience requirement. Following are the documents I have submitted along with my application, supporting proof of my work, role and pay in Canada.

1. In my previous communication have attached a letter given by my employer addressing Citizenship and Immigration Canada, it explains about my job title, duties, responsibility and salary in Canada(see attached the same document now). (Forum readers.... this is a letter given by my employer for my VISA extension ...not for Immigration purpose... I have submitted as a supporting document)

2. I have been employed in Canada since XXX and I have provided a letter with my Client IT manager, explaining my duties, roles and responsibilities I am executing as part of their team. (A copy of the same has been attached again for your reference)

3. I have been employed in Canada since , XXX and since inception I have been working with XXX and my salary is being credited to my XXX in Canadian Dollars. I have submitted the online bank statement showing all my payroll transactions. (see attached my XXX online statement as of now).

4. I have also attached all my pay stubs from my employer, which indicates my salary. (A copy is provided again for your reference)

These four sets of documents confirm my employment with my employer, my annual Canadian salary, my roles and responsibilities I am handing as their employee.

Although the deputation agreement do mention about the emoluments in rupees, they are however being paid in India if I am working in India. However, when I am onsite, an equal amount of my Indian salary (as per the market exchange rate) will be paid in Canadian dollars along with my Canadian salary. Please review my salary stubs to see these details. The Deputation Agreement also highlights my primary place engagement will be in Canada and I shall working with our client XXX. It also does limit the employer from laying any restriction on the employee from applying for Permanent Residency as there is no provision for legal obligation on either parties in the event if the employee applies for Immigration.

I sincerely request you to kindly consider my plea and review my file again and I hope I am eligible for Immigration.

Iam quite confused with your the below point, were you able to get the requested letter from employer as requested, then in that case why the application was refused ?

We received your application for permanent residence on October 14, 2011.

We started processing your application on January 13, 2012.

A decision has been made on your application. The office will contact you concerning this decision
.

I have not received anything from the buffalo office yet. Also, I have applied under PNP to India office and they have received my medical.

Is my CEC file rejected?? I dont know what happend!!

Have you got medical request before the decision was made? If not you can hope they made a mistake, otherwise it might be a rejection as they haven't even asked your for medical unfortunately. But be positive and wait until you receive a formal letter. I have read on this forum about CIC putting up "decision made" on e-cas and later changed to "in process" as it was just a mistake by the staff.

Does the immigration offices have shared database for different category, I mean India office, delhi office and how long it will take to receive the decision letter from them?
 
Yes, they are good for CEC as well. It is best to wait for the letter before jumping to conclusions. For all we know, the letter may be about passport request - yes, some people on this forum received theirs by mail. Was your CEC file transferred to CPP-Ottawa? It's appears most CPP-O applicants got their PPR by email.

Yes, it was transferred to CPP-Ottawa. I also received an email from Ottawa office on 16 Jan with the file number. I don't want to jump to conclusions but this whole thing went super fast .....so bit tensed!!
 
If it helps, I also had medicals from another application and they took 1 week to make a decision. If your medicals are fine, you should be ok provided security/background checks were fine too.
