PR after PG diploma

Hi people
can any one help me out.
Actually i had got conditional offer letter for post graduate diploma in international business from george brown college (toronto) and also i am interested in doing Post grad. dip. in proj management from univ. of winnipeg(manitoba)
But my plan is to get settle in canada specially at edmonton but at edmonton i am not able to find any relevant courses of my interest.
So i plan to study in toronto or manitoba and after completing my course i am planning to work at edmonton(during my 1 YEAR PGWP) and apply for PR from there.
But is it possible to do so...
1) Is it easy to get PR after studying one year PG diploma from toronto / vancover..
2) Or its better to study at some other places where population density is less, so that PR process becomes fast.
3) What if i study one year at some other region like manitoba or saskatchwan or british columbia and work at different region. will i be eligible for the PR.
I have 9 years of work exp in oil/gas/refinery as an instrumentation engineer (india)
with 4 year B.tech degree in hand.

But willing to settle in canada...........

Try getting PR directly before going !!!

But is it easy to get PR from india(delhi), as people says it takes hell alot years to get a PR
ANY SUGGESTION how much time it takes ?

Still shorter time than going through SP-PGWP-CEC. And cheaper too.

If I were in your situation, I wouldn't apply directly for PR from outside Canada. Once a PR application is filed,it is difficult to get a temporary visa like visitor visa, student visa etc until a decision is made. God forbid, if the PR application is rejected, it would be even more difficult to enter Canada on any temporary visa.

I would prefer to get a study visa, enter Canada, consult an immigration lawyer and apply for PR from within, may be during the PGWP period.

Moreover, even if your study permit is refused for any reason (unlikely though), you can still apply for PR from outside but the other way round way round is very difficult to get.
