Ppr request for visitor visa

Hi everyone,

We have got a letter ( March 3rd 2022) requesting my wife’s and son’s passport regarding the the application for visitor visa ( february 2021).
We have sent the passports and my son’s passport stamped and delivered to us on March 13th 2022.
But until then, no update for my wife’s passport.
We have sent an email to the Ankara Consulate (or whatever it is) and they responded stating as we need to wait …. (Still Pointless explanation after one year)

my question is if there is a restriction to send us back the passport after delivery. How long should we wait?
They have already stolen my time

Ankara visa office is holding my wife’s passport since the beginning of March 2022.
I asked to VFS was told that they can hold it up to 2 years.
How could that be possible without no reason a passport held by a visa office.
What if I need to visit some other countries in the meantime. Without passport, it s not possible.
What is the law in this circumstances?
