I am a dual citizen applying for PR with one citizenship (American), and needing PCC for my other country (France). With which should I request my PCC? Or should I get a PCC as both American and French citizen? Am I correct in thinking that because my police records would be under my French passport, that I should request it as a French citizen, and add an explanation when uploading my document?

Your French PCC should be requested as a French citizen, and your US PCC (if required) as a US citizen.
 
If IRCC requires anything more, they will let you know.
 
For future reference, I ended up getting the PCC for both countries via the citizenship I was applying for PR for, and it was sufficient (I received my PR!).

I provided the original PCC in color, along with the certified translation (so two documents per PCC). I did not get the certified translation notarized - in fact, one of the certified translators said it would be redundant as she had certification. Not sure how true that was. I included a letter of explanation detailing what was included, along with proof that COVID-19 did not allow me to successfully obtain PCC's through my other passports.

Note that my application was in-land.
