PPR and Annex A -- Address options

Hi,
I've just received our Passport Request, which now includes an "Annex A" to indicate a mailing address for the return documents. Is there any expectation that the applicant (my wife) personally sign for that return mail, or can we send it anywhere convenient, such as to my work, addressed to me (the sponsor). We're in the US, btw.

My husbands, still in US, came to my Canadian address and was just left in our mailbox. No signature required. I am sure whatever courier you used in the States would be the same unless you state signature required on your return envelope. Before they changed it, it used to just arrive, regular mail in a plain brown envelope.
