I just got a mail from CIC stating “we are still working on your application”.

does it seems to be normal and also i cant access my account :/

Well that’s interesting, but if it’s true that’s good news. It means they began processing September applications.

Does anybody know if the 180 limit for applying after you get your grad letter is still applied when you're re-applying for your PGWP?

180 days limit always applies, if you go through forum you will see a lot of people had this issue when it was 90 days limit only.

but if the processing centre takes 180 days, how are we supposed to apply again within that timeframe?

You can't and must look at other immigration options.
