Post doc or Second Ph.D. from Canada

I have a Ph.D. degree from Germany in an interdisciplinary social sciences subject, but it is very hard to find a job here and I may have to return to the Third World. Germany, in theory, allows you to stay on for 18 months to find a job but that is a very hard task.
I was wondering if I could do a postdoc or second Ph.D. from Canada.
My aim is immigration.
I simply have no future in my home country.

You can get acceptance for a second PhD and apply for a study permit. The program needs to show that it will advance your career in your home country. With the immigration announcements yesterday, PR is not guaranteed.
