Otherwise you answer NO.

If you answer YES, then include a completed form CIT0177 and all associated proof.

The system/process cannot cope with answering YES and then NOT supplying form CIT0177.
The AOR process and the data entry clerk CANNOT change your answers based on your addendum. This would open the whole process to abuse by supplying conflicting information in the official form and then changing answers in Addendums .

Johhnyboy that's is right. IF u check YES u must supply CIT077, Also the OP messed up Q6 which is simply YES or NO and cant be N/A. he complicated everything himself. he should just provided address he stayed like my cousin who stayed in abroad for 208 days but fulfilled 1670 days excluding those days got AOR.
 
As I always say, it's all about the officer's mood. Some one here mentioned that he answered yes for this silly question without attaching an explanation letter; however, He got AOR!!
I did the same as you, hopefully won' go through this sh#t.
 
By the way, I am one of those who was advised by one of cic call center agents to do the same you did when asked about question 9c!!

If Yes whether I need to fill the CIT 0177 form . I am not part of the CROWN Servant.

I submitted my application on October & answered Q-9C with "NO". My application got AOR and "In Process" afterward. So I suggest answering it with "No" next time you submit your application


Hi All,
I did stay outside Canada during eligibility and had selected yes for question 9C. I had attached an explanation too. But still the application was returned because I did not fill CIT 0177. That is ridiculous. And the interesting part is I am still not sure how to fill for m CIT0177 or how to answer 9c truthfully without filling CIT0177.

Any suggestions.

Similar situation here. Ticked yes and provided explanation that providing the other CIT form is not applicable to me. Let us see what happens. Read here somewhere that is what they did and were advised by an CIC agent to do so.

I had the same situation and my application was accepted. I initially called CIC for that concern and I was told to write an explanation, plus write N/A in all sections of the CIT form, and that's what I did.

This particular question on the new application form has caused a great deal of confusion and frustration, and I am surprised that CIC still hasn't bothered to update the form to make it less ambiguous. However, I agree with Johnboy about reading the question in conjunction with the guidance notes. Before answering yes or no, click on the Help button, and the following message appears:

"There are very rare circumstances that will let you count time outside of Canada towards your physical presence calculation. If you resided outside of Canada because either you, your Canadian citizen or permanent resident spouse or common-law partner or permanent resident parent was employed outside Canada (not as a locally engage person) in or with the Canadian Armed Forces, the federal public administration, or the public service of a province or territory, complete the Residence Outside of Canada form (CIT 0177) and submit any supporting documents requested in that form with your application."

This situation will not apply to the vast majority of applicants, so even though you may very well have lived outside of Canada during your eligibility period, you can truthfully check No within the context of the question. In the very next section, whether you answered Yes or No to that question, you are asked to provide all of your addresses both within and outside Canada during your eligibility period.

I answered yes to 9c, wrote below the question that the form does not apply to me, and I got AOR. Seems to depend on the mood of the officer... Or maybe they somehow didn't see the explanation letter?

They did see the explanation. In the returned application, The first page was the letter I took photo of telling me why my application was rejected and the 2nd page was the explanation letter that I had provided.
