We are currently at phase IP1 (as of June 11, 2018.) I think our VO is in Paris as we live in Paris. However, we plan to move to the US in October. Will this change our application to the Ottawa office? And if so, will this put our application at the bottom of the pile in Ottawa potentially slowing things down?

No it will not change, as far as I know. But, you have to update CIC about your country of residence change. Hope you get your PPR before that change.
