Possibility of getting TRV visa stamp in a different country from where you have initially applied

I noticed in few previous threads that there used to be an option of getting TRV stamped in a different country from the original one where you initially apply from. I was curious if this is still a possibility??

My wife had applied for Canadian Visitor Visa from India. If she happens to travel to US before receiving an approval from IRCC, can she submit her passport in nearest Canadian embassy in US or will it be a requirement for her to return back to India and go through the process.
