Hello,
I will be having a layover in Toronto for 2 hours and then fly to my final destination in Windsor.
It's my first landing in Canada so i will be doing the formalities with CBSA.
Can i do the interview in Windsor or am i forced to do it in Toronto as soon as i step foot in Canada?

You must complete your landing at the first POE. A 2 hours layover may be too short as should allow at least 3 hours as can be affected by time of day and how busy immigration happens to be. You might be lucky with 2 hours no way to predict so have a plan B in case.
