Police Verifcation_Query

I understand that the police verification cert can be obtained by the facility available at Passport office. My query is that my current residential address has primarily been Delhi NCR since past 10 years. My permanent address is Amritsar (Punjab).
Will the passport office in Delhi and the police station in Delhi - NCR issue me this certificate or will the same have to be obtained from Permanent address location. My passport has been issued from Amritsar.

As long as I understand, you'd have to obtain PCC from Amritsar only.

You can apply for PCC at your nearest PSK. They will ask for a Proof of Residence. What ever address you will provide, the local police will come for verification (in some cases) and will issue PCC in 7 days.

Instead, if your passport was issued in less than 1 year, you can apply PCC at your passport issuing place. They will give you PCC in 30 mins after appointment.

For Delhi, I believe one has to use this option:

Quoting " For residents of Delhi: You can apply at your local district police station or online on the Delhi Police website. The website will list what information and documents you need. If you apply online, your certificate will be returned to you electronically."

To add to this, can people in Delhi use PSK instead of Delhi Police web site. I received my passport this year and Delhi Police is a bit slow, takes 10-15 days even during passport verification.
So has anyone from Delhi used PSK and received the PCC in a few hours? I would be applying for PCC in a few days.
