What is it you want to know? How to obtain a police cert from Shanghai

How to obtain a police certificate
People’s Republic of China
(see also Hong Kong and Macao)

Do I need to provide a police certificate when applying for permanent residence?
Yes.

The original police certificate must be submitted along with the application for permanent residence, and must be accompanied by an English or French translation prepared by an accredited translator.

Please note that no fee is required to obtain a Chinese police certificate for both residents and non-residents of China.

How and where do I obtain one?

Local Requests
Chinese nationals:

•You must present your national identification card and household register booklet (hukou) to the local Public Security Bureau.
Non-Chinese nationals:

•You must present your passport containing your Chinese visa to the local Public Security Bureau.
Non-Resident Requests
You can obtain a police certificate from the local Public Security Bureau by asking someone to act on your behalf in China. To do this, you must give this person:

•Specific written authorization.
•If you are a Chinese national, a photocopy of your national identification card and household register booklet (hukou).
•If you are a non-Chinese national, a photocopy of your passport, including the page that contains the Chinese visa.
The person acting on your behalf must present the documents to the local Public Security Bureau.

Whiteapple: where are you now? It is easier to get a Chinese police clearance if you are in China and can go yourself.
If you are not in China and don't plan to go back, you will have to get a friend to help you.
The information iarblue posted is from the CIC website - the most reliable source.

i'm in vancouver and have a friend who is in there. its just that they were telling many other requirements and more difficult ones like apartment rent contract, etc. its not really the same as the one in CIC...

You need this Chinese police certificate for your PR sponsorship to Canada as a spouse, right?
If so, your friend will have to show a Public Security Bureau a photocopy of your passport with the visas you used to enter and stay in China, written authorization from you that allows her/him to get the clearance on your behalf, and your fingerprints.
The Public Security Bureau may require other documents - your friend should get a list of what they want and send the list to you.
Go to the Chinese Consulate in Beijing and ask them if they can help you or have any advice.

Document all the steps you take to try to get the police clearance. If you really can't get it, you need proof you tried to many times and it was impossible.

in addition to all said above, I'd like to add some more info:

you / your friend /representative can go to the local Notary Bureau/ police security bureau with docs mentioned above (passport photocopies, renting contract, registration papers from police office), plus you can also provide a letter issued by the company you have worked for (had internship) or by whoever sponsored your "F" visa, stating what you were doing in China on their behalf. any additional document regarding this current "F" visa status will be a good support in this process of obtaining PC in China.

if you had an internship or labor contract with the company who sponsored your visa, you shall provide this as well. it takes about 1,5 months to receive this certificate yourself in China after you have submitted application with all the necessary documents (incl. notarized translation into English), so I'm not sure how long it will take if your representative will do it for you.
this is a process of obtaining police certificate for foreigners in China. for locals -- they have to fill out 未受刑事处分证明 form in the local police bureau to obtain this certificate.

looks like nobody bothers with this certificate, anyhow I will post some useful info here so one who would want to obtain PC from China in future and will look for this info -can ask them to help out:

http://www.efesco.com - company in Shanghai, can help foreigners obtain police certificate.

if you are in China, you can try phone Notary Bureau yourself and ask them what kind of documents you will need to provide and briefly tell them your situation - maybe they will try to assist you. The Notary Bureau office issued PC for me - the one located on #1295 Lujiabanglu, tel. 021- 63454610 very good customer service (but in my case, I've provided everything that was necessary icl. registration stabs, work permit and labor book to obtain PC)

hope this helps :)

hi!

fortunately for us, my wife and i are now living in macau. we were able to cross the border to get the police certificate. the place we lived before was in a city in guangdong province. like you, we had an F visa as well.

let me share with you our experience.

documents we prepared:

1. old passport containing the visas
2. new passport
3. registration form of temporary residence for visitors outside the border - this is the form we filled up when we first arrived in china. we registered in the local police station

the process we went through:

1. went to the police station where we registered
2. presented our registration form and old passports
3. we were told to have our new passports translated
4. went to a translation centre
5. back at police station, we were told they cannot issue certificate for us because we stayed there in 2005 when they were not encoding records in the computer yet. since no record, cannot check if we do not have criminal record.
6. explained to them our situation - that we are applying for canadian immigration
7. they asked for proof when we arrived in china and when we left
8. we showed them the arrival and departure stamps in our passports
9. the guy went in and out of his boss' office
10.finally, he said he can issue us a certificate of no criminal record
(we were lucky because when we first inquired by phone, we were told that the certificate will be issued 3 working days after. but we got it same day. btw, we did ask if we can ask someone to do it for us or just one of us to go there. but they told us both of us should go to apply.)

took the certificate and went to the notary public office
1. presented all the documents - passport, passport copies, visa copies, passport translation copies, registration form copies
2. we were told the certificate (with translation) will be ready in 10 working days
3. got lucky again as certificate was ready in less 10 days
4. they asked for an original stamp (red) from the police station so went there to get it
5. paid the fees in the bank
6. went back to notary office to get get certificates

it was not as simple as it sounded. we spent a whole afternoon explaining to the police officer why we needed the certificate.

Hi - are you a chinese national? I thought the police only issues the certificate if you are Chinese national, for foreigners only notarization is required. Can anyone confirm on that?

hi kia99.

we are not chinese nationals. thanks and good luck.
