If the placeholder for PCC is visible on your myCIC account, then upload it there.
 
Thanks Raj,cic gave me deadline to submit 60 days so i expect to get during that time.After this they will finalized my application or need to wait couple of months.

I'm not sure how they would process your application. Ideally, everything else should be over and once you submit your pending PCC (if things look good), they should approve your application. Let us know how it goes! Good luck!

It is mandatory for the pcc to have details like, for immigration purpose?

I stayed in an African country & applied for PCC, specifically mentioning that its needed for cic but still they haven't written anything about immigration.

Will that work?

It doesn't have to necessarily mention that the PCC is for Canada.

If the PCC is specifically addressed to the CIC or IRCC, or Canada Embassy or mentioned as "For immigration purpose", then it is fine for submission.
 
Can anyone confirm....PCC must be issued the date after express entry sends you an invite?

Only for your current country of residence, get the PCC after you receive ITA. This is the best practice to be followed. For all other countries resided for a period of 6 months or more, the respective PCCs should be obtained after your last visit to those countries or during the last few days of your stay in that country.

Not necessarily. It is sufficient if the PCC is less than 6 months old (for the current country of residence). This case is okay as long as your PCC does not mention any specific addresses or it mentions all the addresses you have stayed in since you were 18 years old and you are still living in one of the addresses mentioned in the PCC.

I agree with you and that is what is mentioned on IRCC website. But last year in 2015, there was a rejection case as the applicant had submitted Indian PCC which was around 4 to 5 months old at the time of submission. Reason was given that the PCC is too old to be considered valid during application processing. The applicant was correct on his part, but the VO in question had his own way. So, therefore to avoid such hassles, it is best recommended to get your PCC for current country of residence after you receive ITA.

In short, IRCC expects an applicant to make most out of the 60 days period after ITA to obtain medical report and current country's PCC.

Yes this has happened but to my knowledge, this happened when the applicant submitted a 4 - 5 month old PCC and the PCC mentioned specific addresses. The VO rejected the case and reasoned that the addresses stayed after receiving ITA were not covered in the PCC. Anyway, we should leave it to the discretion of the applicant to decide on this.

Yes but I don't think a scanned photocopy will suffice. Its okay if the OP has a scanned copy of the original PCC, that, IMO can be submitted. However, I don't think he can scan the photocopy of the PCC and submit it.
