Police certificates from Canada (Parents Sponsorship Visa office)

Hi everyone,
I applied to sponsor my parents and got an email from their local visa office.

They ask AGAIN for IMM5669, with reason to get information of personal history and addresses since the age of 18.
Of course this makes little sense as the form and instructions indicate for 10 years or since 18, so they could ask initially this and not delay the process by requesting same form again....

They ask for birth certificates, however those were already provided....No idea why...

But the biggest complications they made regarding police certificates.

On web-site, instructions and on this forum I found that certificates from Canada are not required.
However I emailed Visa Office and they stated:

"Police certificates from Canada (RCMP check reports) are required" and gave me instructions.

Here I see procedure with fingerprints, which is complex for people who are not in Canada...
I did call to local police and they said we can do name check, which is fast.

Can someone who had same situation explain if police name search is what they want. Or they want fingerprints?
