Hello!

I arrived in BC, Canada to study when I was 17 and never lived in other countries including my home country for more than 3 months. I am thinking that I only need the Police Certificate from RCMP in Canada, is this right? And, a very dump question...should I get the cert now if I were to apply CEC by end of this month?

Correct.
 
You don't need RCMP from Canada. They only ask for RCMP for very few people. You can do RCMP check, IF CIC requests it later.
 
To your second question, you don' t need to do with your app, it is not requested for everyone, you may provide when it is requested.

OK, according to a literal interpretation of the rules, you would not need any PCC. But in practice, CIC will usually request the PCC from your home country anyway, and it is their right to do that. So if your home country is one where it takes a long time to get the PCC, I would recommend starting now to get it. Because if you wait until CIC requests it, it will hold things up.

Good to know about this, thanks jes_ON to share. Hope not,remember cic specifically says PCC is required after age of 18, correct me if I am wrong.
