inland application instructions says you need police certificate(s) from countries you lived for past 10 years.
outland application instructions says that you need police certificates for all the countries that you lived since you are 18 years old.

I lived in many countries so this is a significant difference for me, can someone kindly help me to understand that this is a clear difference between inland and outland application process or the expectation for last 10 years only ?

The old guide said for the past 10 years, the new one states since the age of 18, (16 in some jurisdictions)
