I can not do that! I can not even say this police certificate is for the Canadian government , 100% no way impossible this would be so bad!

The only other suggestion I have is to mention the country you're asking about. If you do that, maybe there's more help members here can provide based on their own other other people's experiences.

Understand that you're probably not willing to share that information. Not sure there's further help that can be provided without that since it's a pretty key detail. Good luck and hope something works out.

At the very least, you could look at what that link says for your country so that you can get an idea of where to look. If it has not information, then print that page and add it as proof. All efforts will help your case if you add it. Also add a statement describing all that you said to us so that you can fully have your case presented to IRCC. If you fail, you can appeal and take it to court.

I am NOT speculating as to which country, but just as an example, Myanmar gives this result:
"If you live outside of Burma (Myanmar):

Certificates cannot be obtained by non-residents. If you no longer live in Burma (Myanmar), you are not required to provide a police certificate from Burma (Myanmar). If you are asked for a police certificate from Burma (Myanmar), write: “I cannot provide a police certificate for the time I spent in Burma (Myanmar) because certificates are only available to people who currently live in Burma (Myanmar).”

So there are cases where the situation is recognized and getting the police report is not possible.

But you MUST start with the instructions for each country to begin with. If circumstances are different for an individual (such as danger), the case will need to be made why the instructions no longer apply, or that following them would put you at risk. This will require some work and organisation and supporting documentation to justify this.
