Police certificate question

Im putting an application together with my husband for inland sponsorship. If he has lived in Canada since he was 16 years old as an international student, do we need to submit a police certificate from Canada? Or will CIC automatically have access to that since it's in Canada?

You submit police certificates for every country an applicant has resided in EXCEPT Canada. CIC will do their own checks with the RCMP when required.
