I'm a sponsor for my spouse for an inland spousal application. We just received a letter from IRCC requesting a police certificate from Mexico. My spouse is not a resident or citizen of Mexico but lived there for a while. The process outlined in the letter says:
When we visit the link provided, there are two ways to apply for the police certificate. The one for VAC seems more straightforward but paying the fees is unclear.

Police Certificate: You are required to initiate the Mexico police certificate, Constancia de datos registrales, request from the Mexican authorities, Fiscalia General de la Republica (FGR). Please be aware that the passport photos you provide as part of this request must meet the specifications outlined in the instructions on the IRCC website. Follow these instructions carefully to ensure that you submit the required documents correctly and to the correct location, as your inability to do so may impact the processing of your application and it may result in your application being refused. Please note that you will not receive the original police certificate as it will be uploaded directly to our system. You are required to initiate the police certificate request by the due date below. - Can we apply through VAC even though the instruction letter says FGR?
- For people who have used VAC recently, how much do you need to pay for process?
- Can you pay for it from a bank in Canada? Their fee link deeper in the website indicates wire transfers are not valid.
