Right now I have PGWP and been living in Canada for 4 years+

To apply for CEC, they require police certificate. I already have Canadian police certificate.

Question is, do I need police certificate from back home?

Yes, you need police certificate from:
- home
- all other countries where you stayed more than 6 months in total (i.e., for example, 2 visits to some country 3 months each --> 2x3=6 - needs also a police certificate).

Canadian one is not needed unless they request anything additionally.

yes, you do, which is many times more time-consuming to obtain ;-) (assuming you have to get it from India)
but you don't have to submit immediately along with your application. just attach a letter to your application mentioning that you will submit those documents along the process. Once they sent you your file number, they will also request you to submit the police verification certificate(s) within 60 days from the date of the email.

Oh my, this is dangerous advice. This will get the OP's application returned as incomplete.

For express entry applicants, PCCs are required at the time you submit your eAPR.

If the OP is presently in Canada, s/he can apply at the Embassy/Consulate.

Well, I myself did the same when I submitted my application in CEC category, but that was in 2015/16. I didn't face any issues. I am not too sure if anything changed since then.
