Police Certificate and Education Documents- Pls advise

I am in the process of submitting my application at Buffalo for FSW through the regular process, kindly assist with these 2 questions:

1. I did my MBA in my country, but the certificate will not be available until later this year, is the transcript + result notification enough as education documents?

2. Since I am appyling through the regular process, do I collect the police certificate by hand and include in my application or it has to be submitted directly to the visa office by the police authority in my country?

actually i fall to category 2, im on foreign work permit in Canada at the moment, i have bn here for abt 2 yrs
