Hello,
I am getting ready to apply for PR outside of Canada with my wife who lives in Toronto as a permanent resident , but i have a some point i need advice with and some friends told me that's the right place to ask.

actually i am from Algeria and i came to USA 8 months ago, i came with business visa then i applied to switch my visa to a student visa .
so my questions is:

1- i have my police certificate and clearance from my country,but i read that i need one from any country i stayed in for a period of 6 months,and i applied to have one from USA but it takes 16-18 weeks .can i apply for PR without USA PCC ?or can i apply now and send it later?

2-if i applied for PR outside Canada can i apply for a Canadian visitor visa to go and meet my wife family sometimes while our paper work in process ?

3-i read that my country home visa office is in Paris, France (8 months) faster than USA office visa (33 months). which one will process my case? can i choose between them?

I hope you guys help me :)

The applicants from US are assessed and approved in Ottawa, which averages about 6-7 months. The only reason applications are sent to the LA office is if they are major concerns and an interview is required, otherwise it is done through Ottawa.

As for what country CIC will choose to process you through is up to them. If you're legally admitted to the U.S. for at least a year (not in the country that lng but given approval for that amount of time) they could choose the Ottawa office.mor your country of citizenship. Either way, the processing time should be around the same amount of time if it is a straight forward application.m

i wanna apply now to win some time but i am afraid if i don't send police certificate and clearance with my files i will have a problem .do you think waiting for 3 months to get PCC from FBI is the best choice?
 
I personally would wait until I had everything together before sending in the application. Maybe you can post the question in the Ottawa applicants thread and she what others have done with regards to the fbi certificate.

no, there has been no reports of waiting to submit the FBI record having a negative affect on the beginning of the process, which is checking the application forms and approving the sponsor. right now, since the fbi clearance is taking so long, it's generally recommended to send the application in so the sponsor can be approved and the applicant's application can be put in queue for processing. this happens to be common practice right now for us applicants, and cic seems to be accepting it as of now. generally, the record will be requested once the sponsor is approved. whether CIC continues to accept applicaitons this way will remain to be seen. RIGHT NOW, this is the recommended way to get the clock started on the application. The sooner it is submitted after sponsor approval, the less chance there will be delays in processing the applicant's application.

1. You can. It is a small risk that it might cause some delays but many people are doing this now.

2. If you have a non-visa exempt passport, it might be tough to get a visitors visa to Canada after you apply since CIC will think your ties to Canada re too strong and you are risk of overstaying. You will need to submit proof that your ties where you are not (USA) is also very strong. If you are a student currently enrolled in a school, that can help a lot.

3. As tink mentioned, the default office for applicants from the US is Ottawa (16 months) and not LA (33 months). But also note that the 6-7 months for Ottawa that tink mentioned is more for US citizens. Other nationals applying from the US will have a longer timeline. Probably a year or so. In any case, CIC decides which office will handle your application. You can no longer make a request.
 
I wanna ask about the form ( where sponsored person lives)
I am now in new York from 8 months ago and originally from Algeria.do i apply that i live in USA or in my country home? And if i apply that i live in Algeria while i am in new York is there any risks?
 
You list USA since you are living in the US on a student visa.
 
its not a student visa, i came with a business visa and i am pending in the process to change it to F1 the student visa but it still pending i did get it proved yet. so can i apply that i live in my country home?

Even if your student visa hasn't been approved yet, you are currently living in the US, so put the US.
