once you're eligible you can create you profile for which you will be given a CRS score . then it works like a lucky draw. every two weeks CiC announces a cut-off and everyone with a score above the cut-off needs to submit their application for PR. basically higher your CRS, faster your chance of getting thru the draw. the latest cut-off on 20th dec was 446 points https://www.canada.ca/en/immigratio...ntry/become-candidate/rounds-invitations.html
