i got my GCMS notes today It says location ready for PS and i have S15(1) on top right corner. but security shows not started yet.Criminality after starting can be done at 10-12 days, because they check only certificats of good conduct (police clearance certificate). Security- 6-12 month, thay check all your background, for example: Countries where you been to, your job, hobby, etc.
P.S But don't rush to worry, in some causes security never starting.

What does mean S15(1) though? i know it is related to International affairs and defence. Does it mean security start?Criminality checks consist mainly of examining the information that accompanies an application, which includes a police certificate (PCC) from all countries where the applicant has lived for more than six months.
Security is a more comprehensive process where CSIS and CBSA provide security advice to IRCC, see more about this here and also below
Both criminality and security are part of background checks
Some more info on security below
When GCMS notes are issued there is information in the email from IRCC as in this example. 15(1) is an exemption taken under the Access to Information Act to withhold information from public disclosure. For inland applicants who can obtain their GCMS for free under the Privacy Act the corresponding exemption is 21. The exemption grid can be seen herewhat does S15(1) means?

It's free to apply for oneself if in Canada at https://atip-aiprp.apps.gc.ca/atip/welcome.do?lang=en. There is a nominal fee of $5 if you get help from a friend or relative in Canada. The last option is to use a 3rd partywhere to apply for GCMS notes
