Yes, my visa office is Manila. But as you saw earlier( while CIC showed VO wise processing time) Manila VO was one of the fastest office in Asia.

It still is fast - checkout here - Nov2015 applicant received ppr 2 days ago. Even there also it depends on the officer i guess.

According to my GCMS note, different officers working with different part of application. May be one officer is designated for final decision.

I am nbpnp business stream, it's a paper based application not express entry. May be it is one of the cause for delay( paper application)
