I think it is not important which one "CIO" or "local visa office" ask for MR. It is important that they ask for MR very soon after EP AOR. (less than a month.)FSWCIO said:

Any applicant whose file rec by cic in march got xep and ep number i have got xep no and yet waiting for the ep and uci number Xep receveid on 16th may 2015

They send out EP emails case by case and they are doing that in each working days + saturdays. It means, whose application received by CIO on 27 February, can receive EP today or tomorrow or other days in near future. And another point about EP is, they don't send EP exactly base on application received date and there is a range for it. I mean the last EP by now belong to 26 February applicant but there is still applicants before 26 February who didn't receive EP yet and it is possible one 22 February applicant for example receive EP today and another 20 February receive EP tomorrow and next one be for a 2 March applicant! ;D
