I filed the application to CIC (federal) on Jan. 27, 2017. So that's almost 19 months. CIC said they were processing my background verification when I called a month ago. I tried today and yesterday, but can't get through.

Well, that's nothing, my application turned 2 years on August 9, my MR is in 'passed' state since November 2017.
19 months is not a max, but a statistically 'normal' or most probable time based on historical data. I think you have nothing to worry about yet.

Just call cic they told me that security check is not started yet.. can anybody tell me that .... how long it will take to passport reuest

They are giving out PPR for May 2017 applicants now. I suppose you should be getting it pretty soon.

I really don't understand that. I don't think that they give the PPR according to when you apply. I would say that it works more from the moment you passed the medical exams. It doesn't makes sense that if one case is super easy and it is solved quick, then they file your application approved until the others that apply at the same time with you are done with their processes. There are cases more difficult than the others and people who missed documents.

That sucks. I am afraid I will have to wait for over 2 years too. Given that most Jan. 2017 people got their PPRs already, and CIC moved on to May applicants, I am worried and incredibly frustrated. Something is clearly wrote with my application, and CIC won't tell me what it is.

I hope you get it soon. Your case is an example that the PPR are not given according to the date that you apply.
"There are cases more difficult than the others and people who missed documents."Those are called special cases. I'm only talking about simple ordinary cases. And you can think however you like based on your observation, I'm only doing the same thing as you. We are all here giving unprofessional advice based on our observation, no one can judge who is right or wrong. If you have different opinion to advise the person, simply reply to his/her post. There's really no point of querying my every post when I was not even replying to your post, right? LOL. Best of luck to you.

Well, it doesn't mean it's wrong or there is any kind of an ill will at play - that's how all governments work. Remember the sloths in Zootopia movie? At some point you application was put aside, transferred to another person who was off for a week etc. Also, they couldn't give less f*** about applicants, they only care about the numbers in their reports. So, patience!

This is an excellent reasoning. But I personally haven’t heard of anyone getting approved inside a year or so. So maybe the general belief about XYZ month applicants receiving PPRs right now is true after all. Though it doesn’t make sense.

I have a co-worker who got the passport request in 9 months. Single applicant and he even screwed up on a document (background schedule). He had to send it again. All depends of your case and officer. Let’s pray to happen soon for all of us :)

Quick question, Was your co-worker an express entry applicant or Provincial nominee paper based applicant, Also was he inland? lastly, which year did this happen?

He was Inland, single applicant, Manitoba Provincial Nominee. I think he processed his application in 2016.
