You do not need valid US visa to flagpole.
Once you arrive at the border you have to tell them that you do not want to enter USA, but want to return to Canada in order to activate Permanent Residence.
They are very familiar with this procedure as a lot of people doing it every day.
They will ask you to come inside, look at your documents, give you form and send you back to Canada.
This will not affect your ability to obtain US visa in future.

I've flagpoles multiple times without US visa, and in later date obtained one without any problems.

Passport sent on Dec 22.. No idea when CIC received it as I dont have tracking number.. I have an agent who sent it.. But I did asked for the return tracking, and it was activated today, January 10 4:43PM Ottawa Time..

Guys I noticed one wired thing while tracking my passport that my both envelopes have been activated although the only main envelope should have shown activated since my return envelope is under the main one. Return envelope normally gets activated when the Ottawa office send me back with the Visa. Isn't ? Is it normal if both the envelops showing activated ?

They said no... We don't need US visa... But have b1/b2, and again we don't need it for flagpoling
