In Ontario, you can apply for Nomination as soon as you complete graduation(You must apply within 2 years of your graduation). You don't have to wait for PGWP or Experience to be counted. Your employer can start pre-screening process. After pre-screening approval(will take about 3 months if application is completed and accurate), you can apply for nomination.

I would suggest you to go through express entry rather than paper. Paper application takes forever. I got my Ontario Nomination on May 01 and I applied to CIC on June 01 and waiting for PPR
