Don't you think PnP Outland applicant is very less nowadays?

Go to "PROFILE" item in the top menu and then select "Forum Profile Information" from left hand side menu.

yes, i think that outland applicants are less once cic changed the noc list in 2008 and now its very less from 2012 with cap limits.
yes most of the applicants are sponsored (through employer or education category or experience - all are which had/have inland entry/experience/sponsor) hence outland is less but not sure why they take time. May be they process the family members which is higher than outland applications.
Employer sponsor of outland should be very very less.

Actually they can even process these outland ones at one single place except that security check can be done for respective applications from the respective regional visa office to validate correctly.

Unfortunately no as per the site . Paris is the one our files should go
Paris – France: 7 months
Sao Paulo – Brazil: 9 months
Pretoria – South Africa: 13 months
Kyiv – Ukraine: 14 months
Accra – Ghana: 15 months
Mexico City – Mexico: 15 months
Ottawa (Case Processing Centre) - Canada: 16 months

Do you think its fast from the data you collected from whats app groups and forums? if so then i would say hahahah ;D

Both are good and has similar processing timeline but now a days Manila is working very fast which is now a bit better than Ottowa. Ottowa is very good at sending PROMPT MR - and then go for a long sleep

Correct. They send only MR fast. Nothing more. So we need to change our address to Paris .
