Yep - my file was sent back. everything in the email because of my birth certificate. they said it was missing BUT it was right there. Someone was not doing their job. My application initially reached August 28th. I didn't get it back until October 6th. and recent it to arrive on Oct 16th. I should have been further ahead in my process. I think after that, they stopped sending applications back (sometime in late October) for birth certs...maybe the realized that sometimes, they make errors and waste time

Very sad experience!
