my question is for outland applicants

one of my friends just got nomination from Sask, and got letter with it saying please apply for work permit, don't wait for permanent residency,
My question is what would be his next steps?
does he need fresh job offer?
can he apply for work permit befor applying for permanent residency?

and what are the procedures

i trust if you pay upfornt landing fees it may will save your 1 moths
although it has implied confusion
