In OINO website it says:
If you are nominated, your next step is to apply to the federal government through IRCC. They make the final decision on who becomes a permanent resident.
I think you should review whether it adds 600 points or you just need to apply to PR through: https://prson-srpel.apps.cic.gc.ca/ . Where did you read that HCP adds 600 points to your IRCC profile? Some streams under OINP nominate you to apply directly to PR.
