PNP Paper Based PR Application - VO is Transferred to Etobicoke in 2021

Hi, let's share the status of applicants who are transferred to Etobicoke.

Here is my timeline. My home is at Thornhill. My two dependents are in Canada with me. No clue can be found why my application is transferred. Anyway, the reason is eligibility.

OINP international student with job offer stream.
MAY/19_2020 - Application Received (AR)
DEC/08_2020 - Acknowledge Of Receipt (AOR)
DEC/17_2020 - Biometric done
DEC/28_2020 - Upfront medical
DEC/30_2020 - Received Medical Request (MR)
Feb/02_2021 - Medical Pass
Feb/02_2021 - File location to in transit at GCMS note
Mar/14_2021 - Got GCMS note result. File location is in transite on Feb/02. The secondary office is changed from Ottawa to Etobicoke.

Apr/02_2021 - Ecas changes to Application Received
Apr/06_2021 - Called IRCC and confirmed the primary office is changed from CIO to Etobicoke.
Waiting for ECAS change to In Process
Waiting for PAL, Eligibility Pass
Waiting for DM, Security Pass
Waiting for COPR
Waiting for PR Card

Not yet. One agent seems to work at Etobicoke for us who are transferred. So, ours may change to in process serially, not parallelly.

That GCKEY information is not updated in real-time. That will be updated if you get copr. Here is the information you have to check by step.
Resume to process: ECAS(change to in process again)
PAL : means eligibility pass. Email and GCKEY message
MR : Email and GCKEY message. ECAS
MP : GCKEY and ECAS
DM : ECAS
COPR : ECAS and GCKEY.

Do you apply PR by yourself or agent? If by yourself, you can check your GCkey account and know the eligibility pass by receiving PAL.

I applied by myself, but I called IRCC last Wednesday, agent said eligibility not start...
