Because they are giving priority to inland applicants and candidates from 2019 first. As inland applicants have more importantance their work permits are expiring soon. Where outland applicants have nothing to lose accept time. Thanks
when our processing time starts ? from AR or from AOR ?

Anyone applied for the nomination extension during the AOR waiting period? Nomination might have expired during the waiting period. What if IRCC return the application because of some objections?

For your information purposes, the provincial nomination is considered valid, as long as you submit a complete application for permanent residence on or before the expiry date of the nomination. A nomination extension is not required for nominations that expire while an application is being processed.
